It depends on what your goal is; you haven't specified a particular need, so you've left the question wide open.  Some folks spray primer for the sole purpose of giving their top coat the "bite" it needs to adhere to the model.  I spray my armor models flat black as not only a primer, but as a first step in overall weathering, and do not pre-sand.  Others sand out the primer so that fine scratches and other surface imperfections are covered prior to the topcoat being applied.  Gloss black primers are sometimes sprayed before applying Alclad lacquers for a polished appearance on natural metal aircraft panels. Glosscoat "primers" are applied in order to apply decals...

What to use...That's as varied as the number of modelers on this forum.  I prefer to use an enamel or lacquer.  It provides a lot more "tooth" for topcoats to adhere to, and anchors itself well into styrene.  Floquil reefer white is really good.  Mr. Surfacer is good for covering surface imperfections, or getting that airplane ready for a natural metal finish.  Any of the Testors, Humbrol, etc. flat enamels are great, as well.   Colors are up to you.  I use black for armor.  Whites or light grays are good if you're spraying a light color (yellows on aircraft leading edges, or gloss white landing gear, for example).  Neutral light grays are also pretty good for many auto body colors.

My opinion: The best thing to do is to establish what you want to try to accomplish, then grab an old kit, or an old piece of plastic and experiment on it.  Try various colors, consistencies, and products.  When you find what works to your satisfaction, apply it to your kit.
