its great to be back in modeling seat again, but i have a problem!!

i bought humbrol metal cote 27003 paint about a week ago. when i opened it to use it all there was in the tin was a oily residue on top of a gungy mess so i naturally stir and shook etc, it finally mixed nicely BUT when i went to apply the paint it went on smoothly on the first stroke then it all went to hell paint coming  off and clumping! Am i forgetting something do i need to prime plastic first or what.??

I also bought the humbrol metal cote 27002 same shop same day, applying this paint was no problem went on great. all this done on the same kit on the same day, did nothing different than what i did with the above paint.

Is the 27003 old and a useless?
