Strap/Tool Painting

How do you guys handle painting tools and other items on armor that are held down by straps? Is it best to glue them on before the base color and then paint the tools whatever color they need to be; or do you hand paint them (including the strap which usually appears to be the base color) before gluing the item on? Do you use the same technique when using PE straps?
