Dupilcolor White sandable Primer

I'am priming a model right now and was wondering how exactly is it supposed to dry,flat or rough?Also I gave the part two light coats so was that enough?Also it dried gritty looking and when I went to sand it just came off like powder so did I let it dry long enough?
