Depends on what they're wearing.  Cloth doesn't reflect much, so it should be flat.  Leather, such as on dress boots or belts is shiny, so it should be glossy.  Flesh should usually be flat, although I suppose you could be portraying someone who is sweaty or simply wet, in which case gloss might be more appropriate.
