Talcum powder works best to flatten.

I applied with a brush since the area was so small.

There's an easier way. Get a hammer, put the bottle of paint on a smooth, hard surface, and pound away until it's as flat as you need it to be.

Glad it worked for you.  How did you apply your paint after adding the baby powder, brush or airbrush?

I posted the following message yesterday:  "I once heard that you can add baby powder to glossy paint to make it flat.  Is this true?  I cannot locate a particular color in flat that I am using to assemble a B-17.  Does anyone have an idea?" 

I tried it - it worked!
