I was wondering about the best way to deal with chipped paint.  Every now and then I'll get a few spots that pull off when I remove the masking.  Even after repainting these areas I can tell where the chip was, as the repainted area is slightly lower than the original paint job.  Would lightly sanding the edges of the chipped area before repainting help take care of this?  Thanks

2nd question 1st.  Yes you have to sand the area before repainting.

The real issue is why the paint is peeling.  Need a bit more info.  Is the paint peeling off the plastic?  Or is it a 2nd coat peeling off of a first coat when you mask for a 2nd color?  What kind of paint?  What are you using to mask? Helps to zero in on the problem.

The paint is peeling off the plastic when I mask off the color edge between the underside color of the plane and the topside color.  I'm masking with Tamiya tape, and it happens with both acrylics and enamels.

OK a couple of things in that case.  When you say enamels and acrylics you are talking about standard hobby paints and not some weird concoction. 

The dead last step before painting is cleaning.  I wipe the entire model down with an alcohol swab.  I use the little wipes in the foil pack like the doc uses before he/she jabs you with the hypo.  Polly S Plastic Prep is a good product too that not only cleans but takes away the static charge and lessens the likelihood of dust.

I also use Tamiya tape so that part should be OK.  If you think it is still too tacky, press the tape lightly to the back of your hand once.  That with lower the tack a bit more.  Then, when you peel the tape off, do not pull it straight up.  Pull it at 45 degrees back over itself like in the diagram below.
