Are you sure they are decals? I've built ships where the flags are paper. You just cut them out, fold them around the pole, and glue them together. White glue would probably be best to use for this.

I am building Tamiya's I-400 submarine and am at the point where I need to apply a flag to a photo-etched flagpole.  The kit came with 2 sheets of decals.  One is the "classic" sheet of decals I remember from modeling when I was young - blue background with shiny surface.  The other sheet, the one with the flags on it, feels almost like tissue paper.  I know how to remove and apply the "classic" decals but was wondering how to apply these other, paper-like, decals.  Any advice would be much appreciated.
