Academy 1/150 Cutty Sark decals

Hello;

I just tryed to decal my cutty sark with the decals that came with the kit and it was a disater. When put in the water for 20 sec and placed on a paper towl the water was all full of stuff like paper shreds or lint. I got one decal on and now there is this awful white residue. I pulled off the decal and tryed to remove it under running warm water with a toothbrush and it still remains. Any thoughts on how to remove this white stuff. Are there any after market decals available for this kit. These are the worst decals I have ever worked with.
