Yes and no.If you can pull off only applying the clear gloss exactly where the decal is going to go without any showing outside of the decal, go for it. But since that is nearly impossible.....
I've found that if the gloss is only applied to part of a surface, when the surface is sprayed with the flat coat, in my case Future, the finish will look differently where the clear gloss is vs the rest of the finish. I tried it once.So now I gloss the whole thing, do decals, then flat coat. The finish is much more uniform this way.

Branch of Service marking was moved from the fuselage to the vertical fin above the Bureau Number, the figures were reduced in size and letters "U.S." omitted. . Use of colored tail markings, engine cowl bands, chevrons, fuselage bands, gunnery pennant and Marine Corps emblem was discontinued. . Air Group Commander bands were eliminated but use of title continued. . Use of vertical Red, White and Blue rudder stripes was discontinued. . That may have been written in early 1941 but as late as September and October of 1942 USN and USMC aircraft were still using national insignia on both wings top and bottom. As late as the middle of 1942 the red and white rudder stripes were still in use in some squadrons... research the specific aircraft you're doing and the time frame and you should be fine.
