Testor's Decal set is just vinegar and water..Most decal setting solutions are.. It'll be fine...

However, many vinegars sold for food use may have other additives and spices that are not that desireable- they can stain or leave deposits. Depends on type and brand of vinegar. If you want larger amounts cheaper, suggest buying acetic acid and diluting it down yourself. That is what both setting solutions and vinegar are- dilute acetic acid.
