How long should I let a decal set, (I use Micro-Sol), before laying another decal on top of it? I'm very afraid to ruin the top layer decal which is to be set on top of a white decal. I made the decals from the real PD issued transfers. There are three colors: Black, white and blue. Since I can't print the color white, I used a white decal base. The detail is on the top layer which is printed on clear decal paper.
I don't want to boggle it because it take several hours to get the decal just right to print. Any suggestions?
I would suggest at least two to three hours.
However, when I do an inkjet decal with white paper, I print the other colors on the same sheet. There is inkjet compatible white paper available. But I can see an advantage to your method and I may have to try it. In order to prevent having to cut out the decal precisely, I have set the background color to the paint color I will be using the decal on. However, I am having a hard time matching many colors.
If the border of the decal is something other than white, I can see how having that color put on a seperate, clear sheet, negating having to trim to avoid a white edge. One can cut the white decal somewhat smaller than the top decal will be. Is this what you are achieving with the two-layer technique?

That is exactly what I am attempting to do. I just want to make sure that the white base decal film, (which is smaller), is solidly adhered so when I attempt to put the top layer decal printed on clear film it won't disturb or damage it.
Well it worked! I let it dry a good 12 or so hours. Carefully laid the top film over the white and it looks really good. Too bad I can't post picture's on this forum.

Great! I'll have to try that technique the next time I need a white decal where the white doesn't come to the edge of the decal.
