I'd bet the residue is decal adhesive, not from the setting solution nor solvent. I have had this with some decals, and usually water cleanup worked fine.  Maybe use a tiny drop of detergent in a cup of water.

I've been using Micro Set and Micro Sol to apply decals to my Tamiya FW-180 A8 and this stuff is awesome!  It's amazing how they help the decals look painted on.  However, the Micro Set or Micro Sol sometimes leaves a faint residue once dried.  It's my understanding that when the decal is fully dried, I can use water and a towel or cotton swab to clean up the residue.  Is that correct?  Also, if there's no residue, is any clean up necessary?  Can I just seal in the decal with Future?  Basically, is clean up mandatory even if there is no residue?  I'm afraid that even if I don't see anything, the residue might still show up after I've sealed in the decals with Future.
