That happens with old decals. They may have been on the shelf in the store too long. There is a product in a bottle that you brush on over old decals to fix this problem. Also, to help this problem, I put the decal in water for a max of about a minute, then place decal on a non-absorbing surface and keep trying to slide the decal off the backing paper about every half minute until it turns loose. You do not want to leave it in the water until it slides off itself. If it slides off by itself, it can disintegrate like yours did, or fold back upon itself, ruining it.

Sounds like you may have clear waterslide decal paper.
As Don said above, try soaking a bit in water and see if it comes loose and slides off the backing. If you're doing canopy framing, you should be able to paint and cut sections as you planned, soak them free from the backing paper, and apply them the same way you would for kit decals. A very handy way to do some kinds of canopy frames, by the way.

they are labeled "clear decals"i thought i could paint them ,cut them and place on canopy. don't know what they r used for. they r 3"by 5" in size,one side is glossy. maybe they don't peel and i have the wrong product.
Not sure what you mean by clear decals. Do you mean just blank ones? Or do you mean you printed decals on blank inkjet decal paper. If these are water slide decals they will come loose when you soak them.
Not sure from your question what you're trying to do (or why you're using a #11 blade). Are these waterslide decal sheets, or some kind of self-adhesive sheets. Are you trying to make your own decals on a clear background, or something else entirely?
i purchased a packet of clear decals ( 3 in a pack, a product of poland i think) and i can not seperate the decal from the backing! i tried using a new # 11 blade and no luck. i know it is extremely thin but it should'nt be that difficult. to seperate. any ideas?
