If you don't use solvents or setting solutions, then you can overcoat when dry. But dry, of course, depends on local humidity. I blot decals with Kleenex to speed up the drying. If you use setting solutions or solvents, then for sure overnight, or maybe 12 hours if you do the decalling early in morning.
