I am starting to decal a british plane, the red center of the roundels is separate, would I need to seal the main roundel before putting the red dot on?. 

Or would just waiting a bit for them to dry be enough? and then sealing the whole thing.

You should be fine if you let the first one dry properly first. I usually do that even with decals that are close together. I have had German swastika's that are in two parts and don't have a problem as long as the first is properly dry.
