New Modeller - Glossy Solvent

Hi All, 

Im a new modeller, the attached picture is my fourth ever model a tamiya 1:35 sherman M4A3. I applied a solvent to the area of the model where i was putting the decals however after applying the decals and finishing weathering, letting the whole thing dry etc, the area where i applied the solvent still has a shinny/glossy look to it. This is not the decal itsself but the solvent reacting with something?

Any assistance would be really appreciated.
