Nup, the film definitely yellows. I have some older kits which have blue backing paper and the film is distinctly yellow. Some (cough, Hasegawa) show yellowing on the white printed areas too.

 

 
Quite. The old school remedy is to put the decals in a DRY window to get the sun to bleach out the colour.
 
Elderly decals are very likely to be fragile, so coating them with Microscale decal film, (then cut out very closely to the decal) will help, but not always. (about 50% in my experience, your milage may vary)
 
I would treat this as an opportunity to get new aftermarket decals, to improve your skills.

I think it’s only the paper that yellows and not the film.
