White Stains on Tamiya Decals

Hi all--HELP! I've applied decals to my Tamiya Gazoo Racing Toyota TS050 and have a problem with white spots appearing on them. Decals were applied over Tamiya gloss black (TS-14, I think). I used Tamiya Mark Fit Strong. The spots don't seem to budge--I've tried using a Q-Tip dampened with rubbing alcohol, to no avail. I hadn't planned on applying a spray gloss coat over the model after decalin, but perhaps applying a brush coat of Testors Glosscote would be the solution. HELP! Thus far I've loved the Tamiya kit--my first. But applying the decals has been a real headache.
