What exactly are you having trouble with? Can't get then off the paper, won't stick to the figure, won't settle on the figure ???

If they're water slide, my guess is, you're trying to transfer then to dull painted uniforms. Decals won't settle on dull paint. You'd need to give the part of the figure a gloss coat, with gloss lacquer or Future, let it dry then apply the decals with slovent, let dry again, then hit it with a dull coat to finish.

If they're dry transfer, is the problem getting the backing to conform to the shape of the figure? That one may be harder. Just maybe forcepts and a magnifier
