Good question. I've got the same kit and I checked both the instructions and the paint/decal guide on the back of the box and there is nothing about that decal. Just by looking at the decal it looks like it would go on some sort of bulkhead.

Hmm - I've got the 1/72 Hobbycraft Arrow. The oval is not on that decal sheet. I've looked at a monograph on the Arrow that has a three-view drawing, color profiles and pictures and there's no obvious silver oval anywhere on the exterior.

May have just been a colour density test patch. Are there any decals on the sheet that incorporate silver?

Hobbycraft is known for puting "extras" on their decal sheets. I built one of their 1/48 DeHavilland Vampires and there were at least four extra decals on the sheet that no reference was made for in the marking instructions.

When in doubt, leave it out. I wouldn't worry about it or use it if it isn't refered to in the marking and painting guide.
