I agree with that sequence, it's what I use. However, there should be a "Wash" step between items 3 and 4. If you omit the wash there is no need for the gloss coat over the decals and before the dull coat.
Also, are you putting gloss only where the decals go or are you doing the entire model? If you put it only where the decals go then you have two different finishes for the flat coat to try and cover.
