Can I use Testors Decal Binder on InkJet Printable CD's/DVD's/

Here's the thing.  I have an inkjet printer that prints directly onto InkJet printable CD's/DVD's.  The problem I have with this is that, of course, the ink runs if the disc gets wet.  Is the can of Testors Decal binder safe to use on these and will it be effective?
