Large decals and Testors paper - not good

I've been trying to apply two large decals to the plastic base for my USS Enterprise CVN-65, the ship's patch and a unit patch. Both are about 2-inches around, printed on the white Testors paper and sprayed with fixative.

I guess this paper is too thin - every time I've tried to slide them off, at least one edge curls underand the colors on the decals themselves quickly flake and distort, even though I'm floating the decal in a puddle of decal solvent. After three attempts and almost one whole inkjet cartridge, I'm ready to bag it - anyone have any suggestions?

i've had that problem,,, use a few "extra" coats of sealant and instaed of using a decal solvent or even set as a puddle to move it with,use water,then when in place blot the water out,smooth it with set at that time,it should do better
