It was on MM acrylic flat aluminum(my cheap NMFBig Smile [:D]) and I thought it was shiny enough

Did you apply the decal over a flat or a gloss painted surface?

Decal setting solutions don't like to work when the decal is on flat paint, particularly when the decal is on the larger side. Flat paints cause drag and can prevent the decal from flattening out completely before it's dry.

It has been my experience that once a decal wrinkles, and shows no real motivation for smoothing, it's game over for the decal. You will likely have to remove it and slap a new one on, I'm sorry. Fortunately, most national insignias are readily available in aftermarket decal sets. What plane was this for? Was it the P-47? If so, you could probably make an appeal to the aircraft forum and get like ten offers from the kindhearted souls there to send you a free replacement.

Sign - Oops [#oops]Thank you ModelNerd.  That is exactly what I have been doingDunce [D)].  It there any way to fix the wrinkled decal?  Its the insignia on the wing and I need it too look good.

If you're talking about Walther's Solv-a-Set, the only thing you might be doing wrong is using it straight from the bottle, which is extremely potent and will attack the decal aggressively! Mix a 60% solution (60% Solv-a-Set, 40% water), and you should get good and predictable results. Occasionally, you will need to re-coat the decal if it's being uncooperative around surface irregularities.

Solv-a-Set is great stuff, I get great results with it every time.

I am building a tamiya kit with Tamiya decals and am using the Walthers decal stuff to settle them down.  however, the decals are wrinkling and staying wrinkled.  should I go back to using Micro set and sol? Or am I doing something wrong with the Walthers?
