Picked up one of these at Walmart for $10. Uses 4 AA batteries. I also purchased a pack of Velcro "coins".

I plan to cut off the bristles and attach a Velcro coin, sandpaper to one sticky side and the brush head to the other sticky side.

I know some people have suggested using an electric toothbrush. This is basicly an electric toothbrush on steroids!

I used an electric toolbrush for that use, a Signal or Colgate (I don't remember right now) with multiple heads so as to have one head in 220, one in 400, one in 600, etc... and I noticed you get better results if you pull the bristles out of the head instead of cutting them off, as they are settled by groups, folded in half and stopped by a kind of staple.I also install a little disc of foam between the head and the sanding film as to get a soft sanding pad.
