I'm building the Minicraft 1/144 DC-3, which was not worth the $20 I spent on buying it. I'm using the Testors liquid cement in the red tube. I have some of the glue residue on places on the wing. If seen the answer before, but I can't seem to find it. How do I get the residue off without having to sand the residue off?

I'm afraid sanding is the only viable option. Any solvent strong enough to dissolve the cement will also be strong enough to dissolve the plastic.

Sorry to hear.  I stay away from the stuff.  Liquid glues, ca and 2 part epoxies have kinda made tube glue obsolete.

I'm finding that out, 9x19,

I bought testors(pink label, plastic tip) "liquid" cement when I bought my first kit in a long time.

It's maybe, maybe, better than tube...not really.

I just bought a touch'n'flow and real liquid cement from an online retailer yesterday...

 There is really no comparison...

I've never tried the TNF applicator before, but it makes sense.
