Is there anything that will cut small to large circles? I remember seeing something that looked like a compass with a blade on it, but can't seem to locate it.

I would think for such small work your best bet would be a punch & die set. There are various sets available from spurious hobby type tool manufacturers, which are not that expensive - & there are the likes of the Waldron punch & die set, which is reputed to be pretty good but has a matching price.

Search this forum for "waldron" &/or "punch & die" & you should get some more usefull info & links. I could be wrong, but I think the type of blade arrangement you have mentioned would be unsuitable for such small work.
