I recently got into the hobby and I am in need of some better tools!

I have a small file, some Tamiya extra fine, and some Revell Contacta that I picked up locally, and that $5 side cutter on amazon that I use for a sprue cutter. After doing some 1/35 armor kits, I realize that I need better tools for sanding and some putty for filling. 

I was wondering if people can send me some Amazon links, for some tools, or things that I need to pick up.

I live in Germany and I have an APO (Army Post Office) mailbox so I can buy things from the US Amazon site, and it is currently the cheapest way to buy things, the way that the Dollar to Euro conversion is now.

Recommendations are welcome! And if anyone knows any hobby stores in Kaiserslautern that has good prices let me know as well!

Also I dont have any paint at all, and links to budget airbrush kits, and any places to buy paint, currently I see that the most available paint on Amazon seems to be Vallejo paints.

Expand your horizon beyond Amazon. There are plenty of hobby online stores to choose from. Squadron.com, spruebrothers.com, hobbylinc.com, scalehobbyist.com, megahobby.com, 1001modelkits.com to name a few.
