I have seen then advertised but I can't remember where.  Have you looked at Mission Models?  I think they are a little pricey but they have a good assortment of items.  If you look around at other web sites I know I have seen articles where they made or bought a jig.

I think you might get more mileage out of a good straight edge and technique.  Those fancy shmancy tools might mess you up more than help you especially when your getting ready to fit your tracks to your tank before the glue starts setting up.

You can make a jig for about $.28. Get a block of basswood and route a trench in it about 6" long, wide and deep enough for the track's guide horn. Glue another strip along side the trench that will keep the tracks straight.
