When To Apply Varnish

Hi,
Im getting back in to modelling after many years and have just finished painting a Lancaster. I am a little confused as to when to apply the varnish and would love some help!
Is this correct:
1/ paint
2/ varnish
3/ decals
4/varish again
5/ weathering
