If we're back to talking about the England, Scale Hobbyist has it for $23.39US. I think that's about 30.50 Canadian...so it's only a dollar delta; total cost depends on shipping at this point.

I know that I sound like a broken record talking about Scale Hobbyist, but I've found (and I think others will agree) they have the best non-sale prices, almost without exception. Here is their selection of PE; two from Tom's Modelworks and the one from White Ensign (at a lower price than you quoted). Many people do prefer the Gold Medal product, though. Depends on preferences and how big you want to go.

Railings and ladders (inclined and vertical) are a must. Weapons and mast details, WTDs and hatches, and radars make the kit look much more realistic, too.

The USS England sounds like a kit I too should be interested in. I noticed that the Ebay listing you mentioned for $23.99 (approx 31.39CAD) +free S&H, is from "overseas". It is a good deal especially if you live in Canada. However, in my experience it may take awhile to get ( expect at least 1 month). Note that some LHS in the US have the kit cheaper (ie: $20.79- 23.39), but shipping to Saskatchewan can run $12.95-15.95 USD! If you have bought on Ebay before, and understand the "risks", and are not in a rush, you may want to consider that Ebay listing.
I saw you mentioned a desire to build the HMCS Orkney K448. Although I could not locate any plastic 1/350 kit for the River class Frigate, I did find a similar class of ship thru Wikipedia. ie: "River-class design was used as the basis for the United States Navy's Tacoma class (which served in the Royal Navy as the Colony class)". IMHO The Superstructure layout seems very similar as is OA lengh and Weapons. The good news is there is a Tacoma class model. It is the 1/350 USS Burlington PF-51 by Iron Shipwright. This is a resin kit! http://ironshipwrights.com/pages/burlington.html. Take a look and let us know what you think.Also, I noticed that there are River class Destroyers AND River class frigates. The HMCS Kootenay/HMS Decoy kit by Resin Shipyard is a Destroyer and not the Frigate version. Jim.

The England herself was painted in Measure 21. This is an overall 5N Navy Blue scheme. Decks were 20B Weather Deck (not weathered deck) Blue. See the shipcamouflage.com database for the Buckley-class

At one time the most accurate paint colors which were available through many ship-centric venors were the Colourcoat line of paints by White Ensign Models. WEM has gone out of business and sold the product line to Soverign Models of Scotland. They are not nearly as available.
ModelMaster makes a 5N Navy Blue and 20B Weather Deck blue. Both are a good close match.
LifeColor also makes these colors in acrylic. I have not used them or seen them. There is a online recommendation of Vallejo 816 Luftwaffe Uniform Blue as 5N and 867 Dark Blue Gray as 20B
As an aside, the USN WWII naval colors do not have equivalent colors in either FS595 of ANA.

M21 is a blue ship, period. For your purposes a lucky break, as you'll see some had pretty complicated camouflage. On that page of the site there's a nice color photo of a destroyer, shows the scheme well.
In addition to the pretty complete rundown above, I see where AK Interactive has a couple of WW2 USN sets. Volume 1 has the two identified, plus others. I have never used those paints myself.
Testors enamel is a nice paint, since Colourcoats are hard to get. My one remaining tin of 5-N sure isn't going to cover my 1/350 CV-2, so I may try the AK. Make a sandwich and go look at that website.

Well , The England has come up a lot . I concur . ,BUT ! It has been stated she was Blue . No Kidding . That , to me is the only mistake I made . She's got lots of simple detail and a base P.E. Set will light her up . I even put stokes litters on the bulkheads .Nice touch there .
It takes a high intensity flashlight now to see the detail . It just disappears in all that blue . Plus being 1/350 all that blue makes it look smaller than it actually is .
