You've got to be kidding!
That is just garbage! UPS is mostly at fault, but I'm going to spread some onto Bear Air for not packaging it better.
I work in printing, and we have a sign division. We needed 3 5'x10' sheets of Econolite (think coroplast with aluminum on both sides instead of plastic) which go for around $120 each. The first shipment had been dragged and crushed the edges, since we needed the edges to be clean, and they fit into a premade frame we couldn't trim them off. Freight company claimed the supplier didn't package them properly (I agreed) and the supplied claimed the freight company didn't follow their own protocol about fragile goods (again, I agreed). Send 3 more sheets please and package them better!. 3 more damaged sheets arrived, slightly better packaging, same runaround about whose fault. Send 3 more sheets please and strap them to a skid please. 3 more sheets arrived, no skid, yes damaged, same runaround about whose fault. I now have $1080 worth of damaged material, a supplier who isn't listening to my demands for better protection and a freight company who isn't doing a good job. Only by going ballistic did I get the damaged good returned at no cost to me, but finally received 3 pristine sheets, yes strapped to a skid. Four times lucky, I guess!
I hope you don't have to go three rounds, let alone four.
I would tell UPS that this is the 2nd busted delivery and to make it good they should overnight the new compressor for free. I would tell Bear Air that they better have a long discussion with their UPS rep about this issue.
Good luck!
