LHS has these marked down from 89 to less than 24. In looking around the web (and if it is on the internet, well, you know) I've see prices from 89.99 to an opening bid of 9.99 on eBay and pretty much everywhere in between. I've read a review that said some of the US kits may not have the PE fret. Could that account for the difference in price from 89 to 24?

Any thoughts on what's up with this kit and what a fair price is?

The US kits do not include the PE fret.  

The reason for the markdown in price is that the kit, for all intents and purposes, was a dud.  It didn't sell well at all. The panels are raised and very out of scale.  Why Hasegawa did this nobody knows.  Because of this all of the rivet counters in cyberspace bashed on the kit so much that many people are hesitant to get it.  Heck, I grabbed one for $24 including the shipping!

Now I personally don't really mind the panels.  Yes there are very out of scale but in my opinion they don't look bad at all.  I think they bring detail to an otherwise flat and boring surface.  And when the kit is assembled and painted it looks fine.  In fact, the Hasegawa kit is the most accurate of all the F-22 kits out there as far as shape and outlines.  Plus, the Hasegawa kit has full length intakes.

I picked up this kit when it came on sale also.  I am very impressed with the kit.  It's a big kit, and I am looking forward to building it in the near future.

I have this kit on the bench at the moment.  I too balked at the original asking price but snagged it when one of the distributors (Can't remember who, maybe Sprue) marked it down to $29.99.  It's not a bad kit.  Yes the RAM material is a bit over exagerrated but it is a bit nicer than the Academy kit., the weapons bay and engine trunks are much more detailed and it is structurally reinforced, not just empty space.  Bottom line, people are selling it for around $30.00  I wouldn't spend any more than that.

I built it a couple of years ago,it is a fantastic kit,great build with no fit issues at all,reviewers say the scribing is a little deep,but it builds into a beautiful build,would highly recommend,especially at that price.
