What kind of modeling are you interested in; planes, armor, ships, autos? I build planes and I can tell you that most kits don't include PE. Only two I can think of that do are Trumpeter and Eduards. For ease of construction, I'd go with Tamiya and Hasegawa.
For other genres of kits, I'll let the repective experts chime in.
For PE, you'll need tweezers, a good set of nippers to get it off the sprue, and some crazy glue and accelerator. For the model itself, I'd stay away from the old tube glue (testors in blue and orange) and go with one of the liquid cements. My favorites are Tamiya and pro-weld.
