Well, if I can make a serious suggestion which sadly seems lacking in this thread, I would say that I've seen convincing smoke and clouds represented by cotton stretched over an armature. You could airbrush different grays and browns into it, and also suspend little bits of "debris" in it to replicate a real tornado.

I'd love to see something new from you, Manny. It's been WAAAAAAY too long since you've thrilled and delighted us with any actual finished work.

I'm new here, in fact this is my first post, but I have seen some incredible smoke and clouds made by ScaleRama.  I think the company is in South Korea but Military Miniature Warehouse sells the products and there are a few examples and a video tutorial on how to use the product.

I heard it's going to be a performance piece: he's spending huge amounts of time building, detailing & painting 1/700 structures, vehicles & scenery, then throwing the whole lot of it inside a blender & daring the judges to find a seam...

Do you know something about Manny's present psychological well being that is unknown to the rest of us?

As far as I'm concerned, Manny has never stopped thrilling and delighting forum members regardless of the number of photos posted by the Field Marshall.

WOW!!! That's amazing, the lighting really makes me buy into that one. Wonder how much work it would be to add one of those storm-chaser aircraft that the Air Force(?) uses?

I wonder if flower foam could be used? Or maybe a mold made and pour resin into it? Just thinking out loud.

WOW,,,  that is impressive!

   Wow!  That is an impressive piece!

    Rather than an aircraft, I think a civilian vehicle fitted out with orange warning lights and antennae would be more accurate.  I don't hear of too many storm chasing aircraft following tornadoes unless a news chopper happens to be up and about.

Wow.  Yes, really impressive and very well done. 

But this is a scene that was built to be most effective in a photograph, with proper lighting.  This dio is not something that could be nearly as impressive when viewed in person.  Still, kudos to the builder for skill and imagination!!

It's true, as it is set up this is best for a photograph, but all that would need to be done for a permanent display is to put it in a really nice wood display case.  The clouds could be attached to the top of the box, the back and sides can be painted and strobes could be used for the flashes of lightning.  It may not be as impressive as a photo because in the picture you don't have the perception of the true size but it would display really well as a very large shadow box type of diorama.
