I used white tile grout for all of my snow(and all groundwork as well, but different shades of earth tones)
I used the sanded kind, found the non-sanded way too "soft" it was like flour...basically what I did was have my base, vehicles and figs ready to go, and I took a small cup and started pouring on the grout in sections to the base, shaking the can as I was pouring to level things out a bit. Once a section was ready, I took a small spray bottle of water, and lightly misted the grout, just enough to make the surface damp. I then took my big bottle of white glue/water mix, and started to add that to the grout. Now the grout already has binders in it, but I find adding the white glue/water makes it a stronger bond. I let it sit for about 10-15 minutes, then I add the vehicles, first making the tracks in the ground then setting it in place. For the figures, I added a little of the grout to the clothing, then just planted them into the grout. I keep a spare set of unassembled legs ready for adding footprints. Once you have everything in place, let fully cure for a day or two. If you find some dry spots, just go back and add some more white glue and water.
