I've worked A-10's for 5 years, are you talking about the counter balance rod? or the whole deceleron?
On the Revell A-10's they are produced with the Decelerons opened my advise is to cut and trim them closed, the only time the Decelerons are opened is when the pilots are doing the self check prior to taxi, or when in flight. The only other time is when the aircraft's Decelerons are opened is in Phased Inspection or when there is maintenance work on the Deceleron System itself
