Generally you can join a group build anytime during it's duration.Check the rules on the first page of the campaign.You must be talking about Tigerman's Steel Cats build.
Still time to get in on the group build? The Wife got me Dragon's Königstiger "Battle of the Bulge" kit for my birthday. Should be able to get it done in time for the end of the GB.
