Just about every Dragon kit I've ever seen of built intended for the suspension to be static, i.e., "glued".
Also, I guess it depends on what you plan to do with your model, too? Do you plan to display it in a diorama going over something? Then you might leave them unglued until you get your base figured out and planned. I"d wager you'd glue them in place, however.
