At the end of WW2, a German general was being interrogated. He observed that the US Army thrived on chaos. From the most junior officers, the NCO's, and the lowest privates, knew that they didn't want to become casualties so they improvised, adapted, and overcame the obstacles before them. They didn't need to be told what to do; they just went and did it. So yes, more proper and old school militaries would see the US soldiers, marines, sailors and airman as unruly in their operations.
