I found the same problem. I have the DML IIC DAK kit ( I plan on building a Polish campaign IIC at some stage) which has both types of idler wheels but only one set of rims. Like you I used a circular template and cut rims using 010 sheet styrene. I can't speak highly enough of the rest of the Eduard kit though as it is really thorough.
I have also modified the road wheels as the bolts were recessed and not raised as in the Tamiya kit. Initially I drilled them out, but I wasn't happy with that and have found a suitable replacement by using some spare PzIV hubs out of my spares box and replacing the originals - slightly oversized, but barely noticeable.
I am using the DML track links - I have the Model Kasten tracks as well but I will save those for the IIC in the hope I do not have to cut off the drive sprocket teeth and individually realign them. So far so good.
I have just ordered the Osprey book on Light Panzers (couldn't help myself) in the hope of there being a cutaway diagram. (it would appear so from the cover).

I too am getting ready to build this kit after reading the article in the Dec 2001 issue. I also purchased the Eduard 35350 PE set and also noticed the lack of rings for the idlers. I purchased the Tank Workshop engine as well as a resin transmission and the tracks from Model Kasten. Along with that I bought the Osprey book on Light Panzers. It does have one cutaway diagram (the one on the cover) inside with many of the parts labelled. Unfortunately it will be a while before I can begin on it because Field Artillery Officer Basic School keeps me quite busy.

I am making a big assumption here, but I would think that the spacing of the links is the same for the Model Kasten and the Friul tracks. I replaced the Tamiya sprockets with a set of Friul sprockets for the II. They are cast in white metal and worked great. Wasn't anymore clean up than you'd expect from a white metal casting. Fit of the teeth was perfect. The hardest part was getting the Tamiya nylon sprocket bushings to stay glued into the Friul sprockets. I tried super glue, but they kept coming out. I think I finally wound up using a bit of epoxy. They are # aw20. (They are not in stock, but are orderable from Great Models. They may be available from some of the other web stores.)
