Sometimes this can be done with thicker paint sprayed at a low air pressure and the right distance away from the model,..takes a lot of practice to balance all three to get the finish your looking for!

Painters touch textured plastic spray paint,  most hardware stores will have either this or the krylon version.  works great for undercoat as well.

Believe it or not, I believe it is Testor's that actuallly has "Vinyl Top" spray cans in white or Black. It comes out all pebbly--exactly like a vinyl top--it's really amazing to see. Ask for it at your LHS!
