The TOMS US Carrier Deck tie downs are the WWII "Greek Key" strips which were installed on the deck in place of every so-many deck planks.   The current tie-downs are five pointed bars which mount into depressions in the deck.

EDIT -- Oops the previous post shows a different item than is shown on the Toms website catalog.  The previous has stars

White Ensign Models has a PE fret with the stars as well as the Greek Keys

Check the photo database at navy.mil for an idea on the spacing beteen the tie-down points

eduard and flightpaths makes 1/48 us modern carrier decks, but I think they are of the printed hard-card type. So depending on your requirements they may not fit, but are only around $10.

Tom Modelworks makes PE tie downs for around $15 or so if you want to build your own deck from scratch and just add the tie-downs, as those would be much more difficult to scratch build.

JustPlaneStuff makes one in resin, but its in the $30+ range, I don't know if thats over your budget.

I don't know what scale you need and what era, but Eduard has 1/48 scale wwII era decks for under $10.  It will fit a dive bomber type plane nicely.
