No offense intended Hans, but don't use baking soda....it'll yellow with age and/or attract bugs, even when sealed!  Use Woodland Scenics "Snow."  I paint the groundwork where I want the snow with white, when dry make a slurry of WS Snow with thinned white glue and apply liberally with an old paint brush.  This technique makes a very nice snow blanket! 1:30 scale? Baking soda there too, I guess...  I'm not familiar with the genre you're modeling...

Depends on the scale... For 1/35th, I use baking soda over plaster or white-painted celluclay...  For small-scale, Woodland Scenics makes some great "Snow"... Look for it in the model railroad section...
