If anyone likes my results (I mean I'm kinda happy with how it turned out, any tips or tricks from anyone else that has one- feel free to post pictures!!- would be welcomed)
I can tell you how I did it-
1st- After modification to the figure was complete, I literally inked on the tattoos with Sharpie (marker tip and pen tip for the black outlines)
2nd- I then painted on the base flesh tone and tan shadows around the ink
3rd, a thick wash of both flesh and tan colors overtop everything, then quickly dabbed off and rubbed around until this desired effect to make it look like it was under the skin

This is a 1/24-1/25 scale dio, so not real sure how this would work in 1/35- I think ideally this would be best in 1/16 or so as the tattoos could get that much more detailed.
In 1/35 I'd sugest forgoing the marker tip all together, no outlines, just using colored pen tip sharpies.
