Unless the rules have changed recently, the French Foreign Legion does not restrict recruitment to French Nationals.

I would presume that a French National without a criminal record would volunteer first for the regular armed services.
Perhaps only Foreign Legion officers and key senior enlisted would be French.

Well, maybe not. The Legion does have an elite status, and so would be attractive to those who wanted to be the best. And i believe that it is no longer a haven for criminals and those simply wishing to get away.
Well, the FAQ section does state that if someone wants French citizenship, he must no longer have problems with the authorities.
