Not really. The Volksgrenadier Divisions did not come into being until late 1944 when they were retitled as divisions were rebuilt after teh summer 1944 defeats in the east and west. An example would be the 352nd Infantry Division which caused so much trouble for the landings on Omaha. It was ground up in the Normandy fighting subsequent to invasion. In Fall of 1944 a new "Volksgrenadier" Division was formed around a cadre of the survivors. The title is pretty much an idealogical one under Hitler. The Volkssturm is more of a local militia with only bare minimum of military training.
The US Army National Guard was established shortly before US entry into WWI with a reorganization of the old State Militias that were the prime units of the American Civil War and present in all States up until 1916 when the Guard was created. In late 1940 the AGuard was mobilized and Federalized, being incorporated into the US Army for WWII. While units originally came form a particular geographic area, and may have had along standing familiarity with one another due to pre war Guard membership, once they went into combat replacements did not.
