Wicked Witch painting question

I really like the glowing green flesh of the Wicked Witch in the Review section.  How could I duplicate that effect?

It looks like Jeff Lamott used Humbrol yellow green followed by artist’s oils and pastels.

I'm not sure if this will help or not but I'm in the process of painting a Hulk and here's what I've gotten so far. This was using Vallejos and then lightly airbrushing some inks over it.

Hey, thank you. I still have long way to go and just so you know, I did not use a wash. I used the artist inks you can buy from Hobby Lobby and I airbrushed a mist coat over the green. What I did first was to paint a base then go up with some highlights and then added the mist, this helped to blend the colors. Here's what I used. Joe

No problem at all! The beauty is no thinning and cleans up with water.
