British uniform question

On this site, what is the guy in the uniform on the second row fifth from the left with the helmet on. What type of uniform is that that? Where and/or when was it worn?

he looks like a RN Officer, maybe from a Vosper or the bridge of a ship

Though I'm an army brat i am relatively new to military modeling. What do those terms/abbreviation mean, i.e. Vosper and RN Officer?

Navy, Lieutenant Commander, and by the qualification badge on the left cuff, possibly a pilot

Looks like most, if not all of these colour profiles were scanned from a book entitled The Armed Forces of World War II by Andrew Mollo. I do have said book so I can give you the direct caption for that particular uniform.
Lietenant-Commander, Royal Navy, 1941
Commander Kimmins, on his return from a combined operations in Norway, wears naval service dress under an Army steel helmet and leather jerkin. The web equipment is the 1937-pattern and the binoculars are marked with the broad white arrow which indicates that they are War Department property. The white lanyard is attached to a folding jack knife. Above the the rank distinction lace on the left cuff are the pilot's 'wings' of the Fleet Air Arm.
